Of course WFCR is governed by rules of the Federal Communications Commission (FCC) which issues a document The Public and Broadcasting which is the FCC manual for station managers. Pages 12-17 describe the Public Inspection File which we the Public are entitled to see. We have inspected this file, made an Index , and copied some parts of interest. This Index esplains how you can view some of the most interesting parts, on this website. One interesting thing is what WFCR's Public File reveals about local programming.
WFCR also gets funds from the Corporation for Public Broadcasting (CPB) with many noble purposes for how public stations should operate, listed in The US code (Title 47,396) about the CPB.

In October 2005 the Advisory Committee described below was folded into the Foundation Board, also described below, and the Foundation bylaws were substantially revised. Therefore the material in this box, written earlier, is partly obsolete since it describes the earlier structure. The station is owned by the University of Massachusetts which holds the license. The Vice-Chancellor for Outreach sits on the WFCR Advisory Committee. Selected quotes from the Governance Statement of the WFCR Advisory Commitee indicate that this committee is supposed to hold open meetings, is supposed to be interested in the public and how it is served by the station. The dates and locations of its open meetings are supposed to be posted on the WFCR website. The members of the Advisory Committee, as of April 2007, are listed here (at the end.) Perhaps at the urging of our Task Force, the Advisory Committee has started posting minutes of its meetings. The first (posted 6/7/07) was of the 1/25/07 meeting. Only the most recent minutes are available on the WFCR website, but others are archived here, from November 2004 onward: 11/1/04, 5/24/05, 11/22/05, 2/22/06, 6/30/06, 11/16/06, 1/25/07, 3/5/07. Here are draft minutes for 6/4/07 (not approved.) A second organization helping the station is the WFCR Foundation, Inc., formerly known as the Friends of WFCR. Here are the By-Laws of the Friends of WFCR: selected quotes and summary. The function of this organization is to raise funds for the station. Here is the online description and membership of the Friends of WFCR. The meetings of this group have not been open to the public. However in June 2007 it held a meeting which was partly open to the public, jointly with the Advisory Committee. Though it had never posted its minutes before, it started doing so on 6/7/07. The first one posted is of its 3/5/07 meeting. There is a proposal (as of September 2007) to merge the Advisory Committee into the Foundation Board. |
The 2007 bylaws of the WFCR Foundation are posted here and will be posted on the WFCR website. Comments on some pertinent points from the new bylaws are here, indicating a substantial degree of increased openness, and improvement from the earlier structure.
